he is part of an inner sanctum for sure, that smugness that he displays while riding on one of his usual tantrums implies that he is well-shielded from all consequences. And as proof of it, he is never penalized. It seems ICC has this inner coterie or black jedi council that consists of mainly some obnoxious snobby englishmen and a select few of their aussie/NZ/WI acolytes, who agree with their slanted worldview, also make it past the gate. They make rules of the game as per their convenience and rarely consult subis or other boards. In fact the subis, saffer outliers are kept out of this core committee and are only informed of rule changes and other new developments. At least this used to be the case before bcci got it's act together. This group decides whom to appoint as umpires on it's panel, how ICC funds should be distributed and almost always ICC activities are centered around English cricket. Key decisions in test cricket and the decision to introduce DRS based on some Hot-Spot camera tech was also their decision. Hot-Spot camera was the tech gee-whiz thing, much like Steve Jobs 'game-changing' iphone, it was what they came up with to restore balance back in favor of the old-school snobs when they couldn't fight bcci financial influence. They used to be based in that HQ of snobbery i.e. Lords. Lately they dumped all that and got too greedy and joined some shady bookie types in Dubai.
