Musically, the eighties started in 1976.
Unfortunately this means the 70s were rather short. Come back Emerson, Lake & Palmer - all is forgiven.

Well you are right 1976 should be though of as -4 in relation to the 1980s but if, as some would tell us, the calendar starts in 1 AD then the 1980s started in 1981 and 1976 would have to be -5.
When referring to the 70s are we referring just to the years that comprise the decade? In this case it would be 70s (70's is accepable, as you say, being an allowable contraction rather than a possessive).
... or are we refering to things that belong to those years?. I think the answer is yes, so really it should be 70s'.
