The 'conf of hat low' entry - know it has been around for a while, and have read the history. Perhaps the poster meant 'confidence of that low' from a statistical perspective? I seem to remember from B school stats classes.

WTAAS is a most interesting acronym.
As an acronym it sounds like a cross between a sneer and a snarl. In translation (Well, That's Almost A Sentence) it sounds more toned down to being sarcastic than anything else.
