It’s been an issue for decades, but what is the solution? Suspending players cheats spectators as much as being short-changed in the amount of play they watch does.

Time to hit teams where it really hurts, I think - on the scoreboard. Award six penalty runs for every over a fielding team is short by, in a session/day. They would soon sort it out.

I have a problem with penalty runs as it could artificially change the result of a game.

make the penalty severe so that no team will want to incur them

.....

50 runs per over

100% of match fee for all players

and suspend the captain and the bowlers

I’ve always liked the idea of a delivery clock, particularly in the shorter formats... if you don’t start your run-up in time, it’s a no-ball and free hit. If the batsman wastes time, the bowler can just bowl at unguarded stumps. An aborted run-up is an automatic no-ball.

I like the idea of that. Kind of like the shot clock in Basketball.
