They used to be - back when C4 started airing Serie A, any kind of touch by an opposition player, even the merest feather, went down as an own goal.

Italy's golden boot winner each season would end up with about 12 goals. Prolific.

I think the problem is that people have short memories. Lets be honest, he hasn't been the same player at international level since the world cup, but he isn't as bad as people make out and he has already done far more than Gerrard ever has at international level, yet Gerrard doesn't seem to get anywhere near as much stick as Lampard.
