Nah, the authorities let that chuck get away with murder.
As for Samuels, i'm amazed so called cricket experts have just picked up on this now.

He's been luzzing it quite flagrantly since at least the tour of England in May 2007.

Are they reporting him for just the one delivery or for one of his deliveries (i.e. his quicker ball)?The ICC today confirmed that West Indies bowler Marlon Samuels has been reported for a suspected illegal bowling action on one particular delivery

By "one particular delivery," they mean the one that leaves his hand and heads in the direction of the batsman.
