i dont know if england is a good 'home' option for pak, at least in terms of cricketing reasons. it will certainly be a whole lot more of an advantage for their opponents as opposed to sub-continental conditions
getting the uae ready would be more advantageous and will also give the pakistanis a lot more control. this may be a 4-5 year situation, so it would make sense to develop uae as a real home base, which they cannot do in england

this is a very different pakistani team and those teams played some weak english teams. playing pakistan in england is certainly better for the likes of australia, new zealand, west indies and south africa rather than playing them in sharjah or dubai. it may even be better for india

bowling attack will get decent once they get a chance to play
Even now the t20 and ODI bowling attack is very good.
In tests Gul and Asif would make a solid opening pair with Arafat as the 1st change along with Afridi and Kaneria/Ajmal. The key is probably the emergence of M Aamer or some other young bowler but they aren't gonna become world beaters by sitting at home.
