Augur = haruspex (Horace's specs). As you said.
"Augur" = also = "awl". Both (appropriately enough) boring tools, and pretty much the same thing.
A bradawl is a particular type of that, a famous DIY tool for bumging the starts of holes in wood, etc. for screwing.
Horace hates spivs/dubbers, (as you indicated) -so he constantly bores into them, like an awl/augur.
Brad is also a common Aus name. See Hodge. Who is also a Victorian.
