Hope the Ashes fixture isn't at risk due to this... what penalties are generally imposed for poor pitches in Test cricket?

Or worse, a Bangladesh Test in early May? Neutral venue Pakistan "home" Test v the Snoozers or something like that?

Relatively nothing:

According to the ICC's process, if a pitch is rated poor, the penalty on the first occasion is a warning and/or a fine of up to $15000 along with a directive for corrective action. On second and subsequent occasions, within five years of the first report, a fine not exceeding $30,000 is handed along with a directive.

So, deaden the pitch as much as you like, take the extra gate receipts, then pay a pissy little fine. Good times.
