well bcci isn't as greedy and money-minded as CA or even ECB perhaps ?
else nothing prevents the australians or english from playing such 'fodder tests' either. Heck nos, it would be damn beneficial for an upcoming team like Bangladesh.

Least CA and the ECB fill stadiums and put on a far better performance than the subis against the deshis, instead of trying to feed off them why not take some and let them play in your side so they can learn and improve.
CA and the ECB allow other players from outside play in their domestic side so they can gain experience. India has the IPL which is just a money spinner for the BCCI so who is the greedy and money minded one.
the theory of a two tired divisions has a lot of merits it would stop the fodder feasts of the lesser teams.

As I said earlier as well Bhajji has really gone down as a batsman. Perhaps his plucky batting was the only thing which saved his place in Indian team.
