The Indian Premier League will hold a second players' auction in Mumbai on March 11, when players who were not part of the first auction will be offered to the eight franchises. There is speculation some English players not centrally contracted to the ECB will be involved, though a franchise representative said the teams were yet to get a list of players up for auction.

The money that's gonna be thrown around is far less than what was thrown around in the first one though, partly because the teams have a spending cap.

I'm sure many of the English counties care - they could be left without key players for the first 4-6 weeks of the season.
Many of them are already struggling to recruit overseas players due to the IPL (who in their right mind would want to play a full season in england when they could earn double/treble the amount of money in 6 weeks playing somewhere else).

Although wouldn't it be great if the IPL fails miserably and the ICL remains a relative success!
The likes of Modi and Shah of the BCCI don't seem to care much for cricket yet their love of the dollar supersedes all.
