to say the general situation and risks in the countries, esp to westerners, are the same is ridiculous

you might as well say auckland is as unsafe as durban for mugging because there have been incidents of mugging there

Agree. There is a big difference between terrorist elements in a country causing problems and political/state instability characterised by terrorism amongst other things.
