Would TGM have been playing for Rajastan anyway this year? Isn't there another greedfest planned where all players will be re-auctioned due to new teams coming in?

Apparently so but every franchise reserved the right to keep up to four of their players. Warnie's form has been on the wane somewhat; he may not have been a certainty to be retained.

No one knew who all the owners were.
The franchises were owned by a series of companies who were fronts for other companies based all round the world. Sound like some money laundering was going on.
Also Modi's brother in law and other family members had stakes in the two franchises. hence at the original franchise auction these two teams were picked up for the cheapest price.

At least they are fairly open about the massive amount of corruption with in IPL and are doing something to fix it.

I think this has a way to go. It's hard to see how the IPL can unilaterally take away $100m+ from the franchise owners without compensation.

its supposedly part of the agreement. if there are any violations it gets cancelled. money was to be paid in instalments yearly, so its not really $100 million plus
word is that the bcci was pushed. the government had found serious evidence of money laundering and tax evasion by these two teams. if the bcci didnt act the government would, so this seems like a less embarassing way to do it
either way, this is a huge blow to the ipl. the bcci will find it very hard to maintain the trust of the remaining franchisees
