Well, semantically you're correct. But we all know what he meant: "In my weird, obviously sheltered world, I think this flashy young gent's a goer.". He's obviously been reading the Peter Sussex "How's everything Sussex?" Newsletter that he started to cheer himself up from being in the bleak North.
