Considering that the three-dimensional dynamics of space mean that you would have to set off in a constant line for earth to actually reach it unless you made it by an absolute fluke (it's very difficult to start altering your direction once you've got going) - if you began one millimetre to the left you would bypass it by light years. So, whilst statistically extra terrestrial intelligent life seems likely to me, first contact is improbable unless it is by design.
I have no doubt that what you say is factually correct based on our current knowledge. But who's to say that there aren't alien civilizations somewhere who have solved the problems you have cited, or whose knowledge of the science is totally beyond our understanding.

You are probably right that the Chinese are the better bet for pushing things forward
Some evidence of a blue water navy in the middle ages and evidence of rice cultivation in Australia going back to the same period.
As for space exploration and why we do it there's a great quote from The West Wing about Blind Willie Johnson who grew up in poverty, was blinded by his stepmother at a young age and managed to pioneer blues/evangelical music. One of his recordings was put onto one of those space probes in the seventies (Pioneer or Voyager).
"His music has just left the Solar System."

Let us remember that a few hundred years ago we thought the world was flat and that we'd sail off the edge if we went too far.
That was our understanding at the time. We based our assumptions on that understanding.
I doubt very much that our understanding of the galaxy is even remotely close to the "flat earth" level of knowledge at this point in time. We've got a long way to go and lot more to learn.
Who knows what that will mean for what is possible and what is not.
