I'd assume England realised they didn't have the numbers to block it, so decided to give it their support in the interests of not causing a massive stink.

Perhaps I'm assuming too much, but I think it's a pretty fair assumption.

England has been pretty good at staying away from the "I'll scratch your back if you scratch mine" culture of ICC politics.

Maybe they've succumbed to that failing this time, but I'd say it's more a case of "if you can't beat 'em join 'em".

As an Aussie I can certainly say that the ECB has displayed much more moral fibre than Cricket Australia over the past few years.
