Not really, Mark Waugh was playing the dabble over slips in 1992 against the Windies pacemen. He was well known for it.
I was not implying that Tendulkar invented this stroke. But hardly anyone was playing this stroke until Tendulkar probably played it for the first time in many years during that innings of 155 at Bloem against SA in '01. And again this year.

Like KP's switch hit this stroke too is frought with too much risk.
