There was never likely to be another decision as there isn't sufficient room in the county programme to accommodate English reams taking part.

This is why the championship is likely to be emasculated reduced to 10 or 12 games - but that's another story.

Hmm, test cricket is still popular in England. Reducing the amount of 4 day county cricket is detrimental to the English test team. I think (hope) that will be considered when debating whether to alter the schedule or not.
