I think making it compulsory will only be an absolute last resort, in any supposedly democratic country.
Partial coercion e.g. banning people from certain activities if they refused to be vaccinated, would probably come first if take-up levels weren’t good enough.
Personally I’d happily pay thousands to jump the queue if the profits would go to the NHS.
