THE reinforced Greens controlling the Senate would fight any attempts by a Coalition government to undo a carbon pricing scheme, party leader Bob Brown said today.
Senator Brown told the National Press Club he was confident negotiations among the Greens, the Government and independents would produce a scheme within a few weeks.

He said if Opposition Leader Tony Abbott became Prime Minister, his party would not allow the new government to scrap the package.

This potentially could cause a drawn-out Upper House battle leading to a double dissolution election.

"I can give you a rolled gold guarantee that when and if this package, after all this work on behalf of the Australian people, passes this Parliament, we will be giving it every guarantee for the future," Senator Brown said.

"Of course we won't be supporting a rescission motion by Tony Abbott ... this is central to the Greens, so it will go to the Australian people, but while ever we are drawing breath in the Senate we will be defending the outcome unless it can be improved."

From Monday there will be a record 10 Greens in Federal Parliament. One will be in the House of Representatives and nine (four of them new) in the Senate where they will hold the balance of power between the Government and the Opposition.

Senator Brown said in Canberra the Greens will be "a secure rock of stability" in the new Senate.

"To that end, we will not be supporting any Coalition move in the Senate whether by by legislation or amendment, that threatens instability," he said.

"The Coalition may move such a motion, but we will not be supporting it."

He said he was confident the Greens, the Government and the independents would produce a carbon pricing scheme within the next few weeks.

However, Senator Brown said the Greens would be testing the parliamentary practice which bans legislation to spend money unless the bill originates from the Government in the House of Representatives.

Greens Senator Sarah Hanson-Young will test the ban with a bill for $1 million to be spent on a Children's Commission.

Senator Brown said the issue could not be decided by the High Court and should not be a matter for parliamentary clerks and Standing Orders.

"All parties should commit to a mature, bicameral agreement to settle this issue before the lightning and thunder of a constitutional storm is unleashed in times ahead," he said.
