Although he was thought good enough to umpire in 4 Tests in 1964-5 including 2 Ashes Tests at Lord's and The Oval in 1964. He thus belongs to a very small group who have both played in and umpired a Test Match.

Is the group that small. I can think of John Hampshire and Peter Willey off the top of my head.

James Lillywhite was the first, starting with the New Year Test of 1882 at the MCG umpiring some of his former teammates. Also the first to umpire overseas although obviously not neutral. It was thought, rather like school matches, that if there was an umpire from either side the biases would be evened up.

Didn't umpire until the Lord's Test of 1890. Tom Garrett at the MCG in March 1885 and William Gunn at the SCG in March 1887 both played in the match and deputised as umpires, in the former case because the appointed umpire, J.H.Hodges. withdrew due to the players' complaints about his decisions and in the latter case because the appointed umpire, J.S.Swift, failed to turn up on the final morning of the match.

If it's who I think you mean he played 5 Tests and umpired 18 between 1967-75. His last Test was the notorious "Free George Davis" match at Headingley in 1975 when the pitch was dug up on the final day with eating utensils stolen from a motorway service station. I think he also refused to come out at the start of the 3rd day of Edgbaston Test between England and the West Indies in August 1973 because of criticism of his decision by West Indian players. Alan Oakman, the then Warwickshire coach, who had also played in Tests whilst a player with Sussex, deputised for him until ***** came out 10 minutes after the start of play.
He still holds the unique record as a player, of scoring 2 double centuries in the same match.

No, I think that was already in place. It's something to do with the hosts being French and the French idolising the Yanks in the same way Allan D / Australia does.

According to someone on my cricket tour who was involved with umpiring, not too long from being promoted to the panel. According to him the players don't like or rate him as an umpire (he loses concentration) and they won't be happy.

Arthur F's remarkable performance, given that it was a 3-day match, against Eseex at Colchester in 1938. One of his teammates was Tom Spencer, who also became a Test umpire, and with whom Arthur F stood in The Oval Test against New Zealand in August 1969 when Spencer had been recalled to the Test umpires' list after a 15-year hiatus:
