Depends what you mean by tax haven. For instance, on most measures, Singapore, Ireland and the Netherlands can be seen as tax havens.

Yeah but the Caymans has more of a sinister ring to it. And I imagine the local Cayman community vote is somewhat smaller than the Irish, Dutch or Asian vote.

The Caymans get a bad wrap. Not having a tax rate mostly means that income isn't double taxed.
