True, a bit of an oxymoron. Basically I meant that while religion should not come into running the state, subjects should be free to decide whether they want to practise religion or not. I had both theocracies (nowadays mostly Islamic, formerly often Christian) and the former East Bloc (officially atheist, with persecution of believers) in mind.
