i think the rate refers to the speed of the autocue but cannot remember the precise technical term ...the guy that told me this works in news production...he was matter of fact about it and not having a go at the bills or the worsties.

Maybe it's because less bad shit happens in WA so they have to pad out the half hour before the sports reporters do their 20 minutes of Eaglewank and Dockerdamning and the weather dude comes up a new word for "Perfect"
