Monkey chants controversy in Mumbai too
The topic of Andrew Symonds being subjected to racial abuse was once again at the forefront in the last one-day international of the series at the Wankhede Stadium in Mumbai.
An Australian photographer captured on camera certain spectators in the North Stand enacting monkey chants, a complaint that had been first made during the fifth one-dayer at Vadodara last week. The matter was brought to the notice of Chris Broad, the ICC match referee, by the Australian team management, and Broad later confirmed to Cricinfo that action had been taken against the miscreants.
"I saw the photograph and have sent an official report to the ICC," stated Broad. A top security official said that the matter was reported to to the police inside the ground who immediately took action, but failed to confirm if the alleged miscreants were actually evicted from the ground.

If the BCCI hadn't been so modding precious and denied the whole thing in the first place, and actually followed ICC portocols, then maybe this wouldn't have happened.
But of course, there are no racists in India, Indians can only ever be the victims of racism.

So what should the BCCI actually have done? MRI-scanned all attending spectators' brains for any signs of racist thoughts? The fact is, once someone enters the stadium, they're momentarily free to do whatever they want to. The police refused to say if it was a case of racial abuse.

have booked the four under Section 110 (behaving indecently in public)

however, chose not to elaborate upon the alleged misbehaviour and also
did not comment when asked if the fans were booked for passing any
racial slur.
And when did Indians ever say, or act like only they can ever be the victims of racism? Don't go putting words into people's mouths.

So what does that prove? They could have done anything. If someone has been cautioned for making racist taunts why don't the police confirm it - its not like its sensitive information as part of a big conspiracy.
If fans behaved like this in Australia towards the Indian players they could expect to be fined and banned from the stadium for life.
There have been precedents in football of national associations being fined for crowd misdemenours such as these.
So is anyone expecting the ICC to spring into action? No, me neither.

Fox highlights this morning showed panned shots around the crowd as Symonds walked to the wicket. Pretty much everyone was "chimping" away with their hands funnelled around their mouths. What can you do? Pretty tasteless but the authorities can't evict everyone, leaving only a walk-off to end the game as an option, and I don't think Punter would do that. Maybe for carp being pelted onto the ground but not for taunts.

Soon to be unbeatable world record holding wicket taker is a blantant chucker, an umpire is railroaded out of the game for upholding the laws, and widespread racism is left unchecked (except if you're Boof). Give me one good suggestion as to how such an "incident" can be prevented instead of post hoc measures like imposing a fine on the sporting body of that country.
Plus, in the case in question here, the police surely wouldn't want to make a fool of themselves by claiming that it was a case of racism without actually confirming that it was. However, they can clearly be sure that it was some case of misdemeanor.

Prevention:
Well off the top of my head you could visibly start to eject the main perpetrators, announce over the tannoy for them to stop or even get Indian players to go over there and try and speak to the crowd.
And as for measures afterwards such as fines (or my favourite which is to ban that stadium for holding another match for a period of time) then obviously they can't prevent it happening, but they can go a long way to stop it happening again.

And often I have found when you visit India large groups of people spontaneously break out into monkey chants at large social gatherings to celebrate just how ace their monkey god is.
Although not many people know that the KKK were actually just wearing those white cloaks to show off how clean their brand of washing powder was. Any stories of wrongdoings have been wildly exaggerated.

there were chants during the presentation today when symonds went up to receive his MoS award and then again when he picked up his medallion. the look on the poor guys face....you wouldnt know his team has just won a tournament for which he was MoS. its inexusable and really quite sad.

If (and it's a big if) the players were to take a stand - the ICC what probably cave in to their demands - given the kicking they got in court recently.
