I suppose the easiest way to put it into an understandable context is just 'Gen Y' I suppose. But there are nuances which turn them into needle-dicks. It's like they act with a certain facade to hide some sort of inadequacy. My cousin has borrowed it and says that he thought it was for younger lads (which fit into the Gen Y thing) whose willies haven't properly grown yet. So already it has spawned slightly different interpretations.
