Sydney and Beatrice Webb were key progressive proponents of the Greater London Council. They visited Oz on a speaking tour and strongly encouraged amalgamations of small urban councils to city sized Councils. They saw the GLC model as having economies of scale but high levels of responsiveness to constituents.
Parts of Qld inc Brisbane were quite progressive and Brisbane bit on the Webb ideas plus others and developed their own unique city wide Council.
Iirc the Webb's sent Bevan out to help and observe early implementation. The Webb's loved Bevan and used to publicly call him the "Boy Bevan''.
