Same rules apply - you can't pick someone from your list from last year, or nom anyone already picked, and you need to cover the mandatory categories.

Whilst I think a trade period is a great idea and have no objection to OP's late entry. I think including someone on his list who in the past week has had more high explosive dropped on him than London during the Blitz, with more to come, is a tad outside the spirit of the game.

That was the idea behind Gordon the Moron "facilitating" his release but like all his schemes it has come to nought as the regime we were trying to appease by releasing Al-Megrahi we ended up placing sanctions on and bombing so the the political and economic benefit from the Libyan Lazarus' release has been zero.
