Is it a moral decision or official policy from the ICC that players who have represented a test nation wont play for another Country even if they are qualified to do so?
I remember Saqlain Mushtaq declared his intention to qualify for England a few years back, but was told by the ECB that he would never be picked for the English side because he had played for Pakistan.
