Fair enough by the Refs too - they had an agreement, the NRL should honour it.

Also, Cartwright seems to have been given an exemption.

So the refs are still stubbornly holding out over proposed changes to the two-ref-policy (i.e. going back to one).

This will hardly endear the maggots to fans, who are desperate for some footy action.
