That photograph proves nothing - he might have bowled the ball with the same bend at the elbow for all you know and beware of photos taken from anywhere near front-on - does foreshortening mean anything to you?
Anyway, Ajmal was shown to be breaking the 15 degree rule at his test and it will be some time before he sets foot on the field in a competitive match again. I suspect he might have to agree not to bowl the doosra.

Re: Vaughan trolling Ajmal
Crazy amount of flex.... but not surprising at all. If someone looks like they're chucking, they're probably chucking. Most of his deliveries looked chucky to the naked eye, so...
Re: Vaughan trolling Ajmal
Times of India, Mar 19, 2012 wrote:Ajmal ignited a controversy over his bowling action in an interview to BBC in which he claimed that the ICC had given him special permission to straighten his arm beyond the allowed 15 degrees.
The PCB and ICC later clarified that no latitude had been given to the Pakistani spinner.
The 34-year-old off-spinner had claimed that the ICC has allowed him extra leniency, up to 23.5 degrees.
As per the ICC rules a bowler can only straighten his arm up to 15 degrees, beyond which his action will be deemed illegal.
"I don't know about my bowling action, but somebody was telling me your action is bad. ICC has allowed me 23.5 because my arm is not good because of an accident, that is why a problem," Ajmal had told BBC television recently.
"Otherwise no problem, straightaway cleared by ICC."
Clearly went from 23.5 to 40 by accident though...

Re: Vaughan trolling Ajmal
So, reading the cricinfo article about this every single delivery he bowls is a mega-chuck, not just the doosra. To me, it looks like the initial bend in his arm is about 40 degrees so he must be basically fully straightening at release. Why did it take so long for him to be banned? Has his action deteriorated that much since he was last tested or were the previous testers incompetent?

Agree with Basil, a static 2D picture will not tell you if a bowler is chucking. I'm surprised how many people still perpetuate this fallacy especially on here where the level of cricket knowledge is very high compared to, say, the comments sections on cricinfo articles.
Don't think agreeing not to bowl his doosra will do Ajmal any good though. The cricinfo article I mentioned above shows he's chucking every single delivery (close to or above 40 degrees, even for his standard off break).

the bank, in recognition of his services for the country, has promoted him as senior vice-president
Regarding Ajmal as an asset for Pakistan cricket, the spokesman said that at this critical time when the player was facing the ICC ban the bank decision on the bowler’s promotion would boost his morale.
